조지 W 부시 미국 대통령은 6일 빌 클린턴 전(前) 대통령 퇴임 이후 중단됐던 북한과의 대화를 재개할 것이라고 밝혔다.

다음은 부시 대통령의 성명 전문이다.

지난 몇개월간 미 행정부는 대북정책을 재검토해 왔다. 미 행정부는 최근 이러한 검토 내용을 맹방인 한국 및 일본과 함께 논의했다.

이제 우리는 대북 정책 재검토 절차를 완료했으며, 나는 미국의 국가안보팀에 북한과 광범위한 의제를 놓고 진지한 협의를 하도록 지시했다.

국가안보팀이 북한과 협의할 내용은 핵 계획 동결에 관한 기본 합의의 이행을 개선하는 문제를 포함해 미사일 계획의 검증가능한 억제, 미사일 수출 금지, 재래식 군사력 태세 등이 될 것이다.

우리는 남북 화해의 진전과 한반도 평화, 미국과의 건설적 관계, 지역의 안정성 증대를 장려하게 될 이러한 협의를 북한에 대한 포괄적인 접근 맥락에서 추진할 것이다.

이러한 내용은 김대중(金大中) 대통령이 지난 3월 미국을 방문해 정상회담을 가졌을 때 함께 논의했던 것이다. 김 대통령과 함께 협력해 나가기를 기대한다.

우리의 접근은 북한측에 관계 개선을 진지하게 갈망하고 있다는 것을 과시할 수 있는 기회를 제공할 것이다.

만약 북한이 이에 대해 긍정적으로 응해 적절한 조치를 취한다면 북한 인민들을 돕고 대북제재를 완화하는 한편 기타 정치적인 조치를 취하기 위한 노력을 확대해 나갈 것이다.

나는 콜린 파월 국무장관에게 내일 워싱턴에서 한승수(韓昇洙) 외무장관과 외무회담을 가질 때 우리의 접근에 대한 개요를 설명할 것을 요청했으며, 또한 우방인 일본에게도 알릴 계획이다.

Official Statement by the President on North Korea

The following statement by the President was released today by the White House:

Over the past several months, my Administration has been reviewing our policy towards North Korea. We have recently discussed the results of our thinking with our close allies, South Korea and Japan.

We have now completed our review. I have directed my national security team to undertake serious discussions with North Korea on a broad agenda to include: improved implementation of the Agreed Framework relating to North Korea's nuclear activities; verifiable constraints on North Korea's missile programs and a ban on its missile exports; and a less threatening conventional military posture.

We will pursue these discussions in the context of a comprehensive approach to North Korea which will seek to encourage progress toward North-South reconciliation, peace on
the Korean peninsula, a constructive relationship with the United States, and greater stability in the region. These are the goals South Korean President Kim Dae-Jung and I discussed during his visit here last March. I look forward to working with him.

Our approach will offer North Korea the opportunity to demonstrate the seriousness of its desire for improved relations. If North Korea responds affirmatively and takes appropriate action, we will expand our efforts to help the North Korean people, ease sanctions, and take other political steps.

I have asked Secretary of State Powell to outline our approach to South Korean Foreign Minister Han when they meet tomorrow here in Washington and we will also inform our allies in Japan.
