북한 정치범수용소 교도관(political prison camp guard) 역할을 하는 국가보위성 보위원들은 수감자들을 인간 이하로 취급하라는(regard inmates as subhuman) 교육을 지속적으로 받는다. 이들은 어떤 학대나 비인륜적 행위를 저질러도 처벌을 받지 않으며(be not punished for any abuse and inhumane acts), 동정하는 눈치를 보였다가는(show sympathy for them) 곧바로 중징계에 처해진다고(be subject to severe disciplinary action) 한다.
북한 전문 매체 데일리NK 소식통에 따르면, 정치범수용소 담당 보위원 군인들은 수감자 감시, 생산 활동, 전반적 시설 관리(overall management of the facilities) 분야로 나뉘는데, 모두 수감자들을 사람이 아닌 물건 더미로 보라는 정신적·사상적 교육(psychological and ideological training)을 받는다. 끊임없는 세뇌(constant indoctrination)를 통해 인권 의식(consciousness of human rights)을 말소하고, 수감자들에 대한 잔혹 행위를 부추기는(encourage atrocities against prisoners) 것이다.
소식통은 또 익명을 조건으로(on condition of anonymity) “수감자는 철천지원수(sworn enemy) 대하듯 하고 인원을 셀 때는 물건처럼 몇 개라고 하게 한다”면서 “문제를 일으킬 가능성이 있는 경우엔 현장에서 가차 없이 사살하고(ruthlessly shoot them dead on the spot), 보고는 나중에 하라는 교육도 한다”고 전했다.
이런 교육의 목적은 “당과 조국(fatherland)을 배반한 자의 말로(末路·last days)는 최대한 고통스러워야 한다는(be as painful as possible) 사상을 수용소 보위원들에게 주입시키려는(instill it in them) 것”이다. 또 “‘최고 지도자’와 당을 보위하는 성새(城塞·fortress)이자 방패(shield)로서 가장 위험한 존재들을 관리하며 반동분자들과의 전쟁 최전선(front lines of the war against reactionaries)에 나선 성스러운 혁명 전사(holy revolutionary warrior)”라는 의식을 세뇌하려는 것이다.
그리고 수감자들에게 어떤 폭력을 가하더라도 절대 책임을 묻지 않는다(be never held responsible for exacting violence). 오히려 억압·고문·학대하는(oppress, torture or mistreat them) 교도관들이 혁명적 자세가 돼 있다는 칭송을 받는다(be praised for their revolutionary posture).
이와 반대로(on the contrary to this) 수감자들에 대한 인간 이하 취급을 애처롭게 생각하거나(feel sorry for treating them in a subhuman way) 연민을 보였다가는 가차 없는 처벌을 받고 쫓겨나(be mercilessly punished and sacked) 다시는 보위원 군복을 입을 수 없게 된다. 이러한 교도관들의 일거수일투족(every move)은 수용소 내에 구축돼 있는 상호 감시·보고 체계(system of mutual surveillance and reporting)를 통해 즉각 발각된다고 한다.
